Is it okay if Woodhall isn't in the protection? Or you could add all the residents to the protect feild.

If it makes sense, it is nearing "completion", but not. As in, it will have everything required, but we will be adding detail. And small things. The city has made huge progress, and I believe qualifies

I've only said what I did based on what information you provided. You said that it's in the "Very early stages"

I just suggest re-reading the application just to elaborate a bit.

Can you just delete it? Or is their protocol against it?

I'm not sure, I'll let my superiors decide on that
