I would have placed it in helpful articles, and removed the sticky.

I'm thinking my ranks registry and this topic both belong in helpful articles. But I think it should remain sticky.

Builders- build very well in classic and make an application on forums. The Operators decide.
Crafters- you have to get Admin permission to apply on Forums. You have to build extremely well. Admins decide for this.
