Police cant use water cannons, they'll just get condemned for doing there job, as usual
My parents say 'in the 80's nobody gave a damn, as long as it solved the problem'

Simunition can be potentially fatal and they definetly can't shoot simunition at a crowd of wild people not wearing any armour or face/head protection. I say less leathal rubber rounds would be the best way to handle it and tear gas.
