Im afraid they both don't count, a lot of people points don't count due to that rule. :/

i know this is over now, i was gone the last week, but ide say 98% of people boxed within Pallet Town were people that also had rights to the city.  that last one of scotty was for lulz cuz he tele'd into my box.
