This would take more coding than it is worth.
I'm sure it wouldn't be hard for optical to hook into HeroChat and WorldGuard to make this, but there wouldn't be a point to it since it's not a high demand.

Pretty good idea though, but ideal for probably very busy servers in my opinion. And a few helpop tickets would help to ease the moderation of channels I reckon.

It might be a problem with NC+ being too sensitive as I've experienced the same issue before and had resolved it, but that's just my assumption.
