Unknowingly to most I have already released a deadly airborne virus that mutates and multiplies rapidly. I sit in my fallout bunker and watch as the world falls into disare. Only a select few are with me including the staff (so we can maintain the servers presence).

I don't see how we can effectively use this. In theory having a template to go off of sounds like a good idea. BUT since suggestions can vary so much and sometimes the way a wall of text is worded in favor of a suggestion could be the difference of it getting accepted or rejected.
Also if you look at the ban appeal section most of the bans appeals are made incorrectly. This just goes to show how well templates are actually used.

And the only thing I have to say t that is how are they collecting and placing lava? I presume that the same permissions like water and lava would be carried over so mod+ would be the only able to place lava.

We do having a command that lets us check people's ore and stone ratio's. You would be surprised though Since I'm lazy and just go through mineshafts I've set my iron high enough to go into warning level before.
