No, You need a citizenship & you need to post a project application.
Once it's approved, you will be allowed to build the project.
And the flag is based of the old imperial German flag.

Yes, welcome! If you want a good place to build, the grassy area to the immediate north next to the NPC village is a good place, if it isnt taken (don't forget to post a project application). Also, be sure to check out the military sector in the north part of town, near the river. You might even be inspired to join the Stuttgart Armed Forces.
