Blocked view and too close

Well i was in that city and tryed to talk with some folks building there to move little further from my place and they said that that is imposible and that they have the right to build there.....they are not in my ps zone ??? 
The city owner wasnt online so i guess that place will remain there.
Since i'm working 8-9 hours a day i cant be ingame all day waiting Joebrito10ritos to speak with and i think guys who building there has the permisions to build and as that they have permission on deciding will they move or not.
So my only option is to he make mistake and get banned so i can ask moderator approvall to remove atleast a part that is covering my city since that is the one of ingame rules

and right that rule they brake....they build city on TOP of my city  :(
P.S:My city can be seen from surface so they cannot say that they didnt see city beneath theirs,and the fact that they stoped at my ps zone contribute the fact that this was on purpose and could be considered as a griefing (just my opinion)
Any way if there isnt any legal solution can u post here so i can go to another location and start over ...this time with protected surface as well.

Talk to the owner about moving it
Then ask ops+
They can move stuff with their worldedit powers :)

It will have to be either nick or relkeb that moves it. Optical is busy coding and i believe that OPs do not have worldedit powers

Guys thanks a lot for help....i managed to finnaly speak with normal thinking lady that is in that city,and she cant move anything but she will try to speak with other residents in there to move one part of city in other direction.However i was thinking (after i drink few bears  :) )to give her the city (without ps's and worthy stuff) to merge it into their as underwater hotel or similiar and to relocate my home on isolated placei found on live map where i could start another city with above water structures that would be similiar to Plato's description of atlantis,http://www.unmuseum.org/atlantiscity.jpg with few modifications i added in my school project (man that was long time ago...;D ).And if it is posible could i have moderators support in that project to hop there from time to time and see if anyone comes too close to it....that would be awesome but i know how busy they are in keeping order in world so this is more like a favour request once i start puting ps around area i found on map.

We do, indeed, have WorldEdit capabilities. We just don't end up using it a whole lot for a good reason.
