Not sure. You need trusted to place water from buckets but I don't know what happens if you obtain a water block. Generally, those are blocks only mods can use, so I don't really know if a member can use it.

I do know that moderators get their water blocks from the Moderator Lounge which also shows info on commands that they can use because they are a moderator
