Not sure. You need trusted to place water from buckets but I don't know what happens if you obtain a water block. Generally, those are blocks only mods can use, so I don't really know if a member can use it.

Just to clear a few things up:
Members can use just about anything, apart from buckets and flint and steel. They can, however use water blocks (And I assume fire/lava blocks, although no sane op would give them one :P ).
Trusted can use all the member stuff, and water buckets. I believe they can also use fire charges, although not certain. They can't use bedrock for block info. (Yes... I've even tested that.)
Mods can use anything they can get their hands on.
Ops can use ice and sponge aswell (Well, they can spawn them).
I could be wrong, this is just what I have noticed in my travels.

Ok, most of it was correct - ALL PEOPLE can use fire charges and this can also light portals (this is how me and Jewnier were able to light portals)
Also, from some other topic, no one can use flint and steel (I think)
