This idea sounds amazing, I think it would be a great idea, especially for those that have either multiple homes or htey have a town and they don't want people going to their personal /home command.

I love the idea. That being said. I have two main ideas.
To allow other players to use them other then the original buyer there should be some sort of fee.
For example, when someone has the teleport donation package. when they go to port someone to them, it sends a message to that person to accept or deny port.
When a player who owns a portal block executes the command to allow a player to use the portal block, there could be some sort of message sent asking the player if he/she accepts the fee to be included in that blocks use allowances.

Well, sounds like a good idea, but I say it should not be implemented because everything becomes too organized. We play on a SURVIVAL server, and increasing /wraps decreases the survival spirit.  :P

We already have homes and warps. And coming soon the more homes donations. So much survival is this not.
