Why can't recruits measure?

Recruits couldn't measure on Classic, we decided to do the same here. Another perk of becoming a builder.

I understand teleport (flat perk, doesn't affect building, and also a donation perk) and WE (Griefing hazard), but surely measure is beneficial to recruits trying to get builder. Doesn't seem like there's any point withholding the ability.

Just because classic did something, doesn't mean we can't do it better, right?

Same could be said about a few things, and as i said right now it is another perk of being Builder. We are not just withholding it for the hell of it.
