that is shown whenever i try to quote something or click a link that was posted. i have logged in, out, in, out, in, etc, and it still does it. help?

Clear your cookies, and cache. Also try opening it in a new browser.

you'll get that "403 forbidden" error if you refresh the page too much. so don't do that. following what 2crzy said ought to fix you up.
