wither on top of nether

we spawn the wither in a 50*50*50 bedrock cage on top of the nether
(completely solid walls)

why not, the wither cant harm anything in a bedrock cage

Here's the situation:
Someone sets their home there, say "free diamonds at my /home!" Peaple go their they die from wither, that player take their stuff. Not good. This was the problem when someone else posted the same idea.
