Government System-who runs it, mayor, whatever
City Rules
Plot Rules
Application Template
Short summary of your island
A list of members, and what rank they are
and ill let you know if i need more

Chipaton:
Do whatever, youre the co-mayor. but for plots you are allowed to make a balcony.
Current residents  are Tebow150, awsome148, theone7142, and pew1998. I have the summary and application template there already.

Was Fort Chip not connected with Marine City?

It has been part of Marine City for quite a while.

Yes it has but for Fort Chip to be protected it needs to be its own town/city. So chipatons island, fort chip, is kinda like the broncs of nyc. Its a distrcit but acts moreor less of its own city. See what i mean?
