normally if optic is on and he puts up a new world he says thats the spawn
Then builders can improve it
Correct me if im wrong but he told me this before

Yeah, we made a spawn that the building was started from default and nothing was created on it before, which is allowed.
On the other hand, making a spawn over another spawn is modifying someone's work without his permission, and in my book that is called griefing.

Yeah, if you modify the spawn, you need to AT LEAST ask an admin, and the creator.
