I also like the sound of this idea! I know of many houses that have empty users but PS's inside...It would be great to implement this but i believe it would be very difficult to code...And also what would happen to the blocks and materials inside the PS area once it 'expires' Would it become vulnerable to greif and get stripped of its value by Users or will it disapear along with the PS...Just curious 
I dont think it would be difficult. I know nothing at all about coding, but something along the lines of: After 3 months set PS value=0 Wouldn't be hard

atd I can make you a proper 1hit kill spawner, but I would need 2 sticky pistons to get it to work, but if you can't get them I can just make a holding pen for them where people can kill them manually and to where they can't reach you.
I have a few pistons around...been saving them. And atd is it the triple under the city?

thedude114: I do not wish to Woodhall to Ragnarök. And if you could inform Space_Demon and Funkysnowleapord that Woodhall is no more that would be nice. They are the only ones that have built so far. But it seems that they are living in another city too. I will try to talk to them too because eventually the city may need to expand that way because we are so close to the border.
NateN: As far as I am aware it is not required to be on that list, so as of right now we would like to lie low and wait till we grow a wee bit.

Again, not sure what you mean. But we tend to constantly create creative things, not just buildings.
