1. You HAVE to be a builder before you can apply for operator.
2. You need a better app to be accepted. Just a few sentences won't get you it.

Unfortunately, this app will undoubtedly be rejected, even though I won't be the one rejecting it. (I'm not an Admin)

Im sorry but you must get builder rank before you can apply for Operator. You are still a member. Moved to rejected.
