Of course you may join our server.
However, making a builder application is not the way to do that. You can simply starting building in out member worlds (accessed by typing "/j member" in game), then once you've built something really cool, you can show it to an operator in-game to be promoted to recruit. Then, after you've built a lot of really nice stuff, you can apply for builder rank here.
I'll move this to Introductions, since this isn't an actual application.

Also, be sure to read our Classic server rules (http://www.opticraft.net/index.php/topic,3.0.html) to avoid getting in trouble.
