It means Blind Carbon Copy.

in other words, you can send a copy of your message to a person in the BCC box and the person in the TO line won't see that you did.

To make it more understandable as viper made it seem like "TO" was an abbreviation, what it means, is that it will send another copy to someone else and the everyone that receives it won't see who else got it. In other words, you would be able to send an invitation to a bunch of people for a private party and have the attendees not know who else was attending.
