So there are people who talk lots in forums and spam up posts, so why not have a shoutbox as seen here: http://www.simpleportal.net/ - the 3rd thing on the right if you scroll down.
Although there is PM Shotbox would be easier to use in my opinion...
So why not give it a try?
Just have it where only forum members can post to the shoutbox. Low chance of malicious links. If a user is caught posting those links then they can get forum banned.Players can still get banned, and therefore it would be like having a new world just for chatting... If you get what I mean.

Chief has the best idea. All it needs is a shout ox where only forum users can write on it and that's that. Nothing fancy like shout box moderators or anything.

IRC is ingame, what if someone is on forums in ingame?
Dude how easier can it get? Just be happy with what you have and stop being lazy. It takes like a minute to connect to IRC.You know IRC stands for Internet Chat Relay? No In-Game robotic colours or something?instead of going in a website etcetera login etcetera just go on opticraft.net and chat away. It'd be much easier.
Could just implement IRC into the forums...that would be handy... U like the idea
