Honestly, I've been quite lucky with this one, usually it doesn't spike back up, it usually sits at 0KB/s.

Try googling common issues to do with 'Disk Busy'. I've never seen that before, and I'm guessing it has something to do with the spikes. There's too many threads out there about this so it's hard to give a definite fix, sorry.

Don't know a fix, but my friend gets it all the time. Something to do with internet I think

This might be completely wrong, but look in the task manager to see if anything is hogging data transfer under "disk". Then kill that task if you can.

1 of 2 things is happening.

1. Steam is currently reading from your hdd for the files that it has to update for a patch or it is busy writing something to your disk and your disk isn't fast enough to keep up with the download.

2. Something else is reading or writing a lot of data from/to your hdd at the same time as steam is trying to use it so steam pauses your download for a bit in attempt to not overwork your hdd.
