You get promoted automatically to member when you register at these forums. The next promotion in line will be the Recruit promotion, which you earn in-game by building something awesome and showing it to an Operator, like me.

Only after earning recruit promotion, you can start applying for further ranks on the forums. You can view all the ranks in-game by typing /ranks
