No, Only people with VISA's are charged to visit the city.
On the other hand, due to realism reasons. Citizens are required to have a home. an apartment or, a house that they constructed.
Untill they build their own houses, they are required to stay at an apartment, or rent a house for whatever price the owners put on it.

just go upstairs & open the door to one of the rooms. The rent for these rooms is 75$ a day.

Why do you want to become a citizen of Stuttgart? It's one of opticraft's most beautiful cities. Reminds me of home, with the desert. I donate supplies often, and with citizenship I hope to feel even more close to the project.
