1. Nobody (Well, Opticalza only).
2. Mods+
3. Divide co-ords by 16.
4. There is one for both the classic, and smp servers, but the smp one is currently broken. For irc, its #opticraft on qchat.rizon.net. For SMP, I recommend the mumble channel
