No there isn't. There is only private messaging on the website but there is mumble for chatting but you should ask to someone else as I don't know so much about it.

We do have an IRC channel for Classic, but we don't have one for SMP since the plugin, IRCraft, stopped being developed.

Download an IRC client or find a browser-based IRC client and put in the following information when prompted:
Server: irc.rizon.net
Channel: #opticraft

And yes, we do have Mumble as well

Mumble is probably used more than IRC is and you can actually hear your fellow players.
