You're welcome to make an arena at any time. But we've already got several Classic arenas in the world, so I'll be a lot more likely to put it in if it's a STF or SnD.

Ok, one more question, will they be judged along with the others since they're late?

Not really. The only judging I did was for placement's sake (proximity to spawn), but there's space for all of the arenas right now. So yeah, it won't be the "primary" arena used for the league matches, but it will be in the world.
I might make an exception if your arena blows everyone else's out of the water, though. ;)

it will if you finish it. We have worked out a lot of the basic layout and we have room for more arenas
