Endermen farm spawn rates down?

Has anyone else with a farm noticed this? Or am I the only one? I'm building one, and so far not a single one has spawned on it. I know that I am 144+ blocks away from anything else, or at least I'm pretty sure.

All spawn rates are low right now, due to some server issues that are being worked out.
