Strange text?

Sometimes, i see strange animated text that people use (I think xiGrannty(not sure about the name sorry :) uses it ). I won't use it but just for curiosity, how do you write like that?

It's iGrantyy_x I believe, and to better explain what he means, Granty typed a message that when sent, appeared to be all the different characters scrolling very fast. I would be interested to know how to use it too.

Wratkie:
This was a feature with herochat, it was disabled but wasn't supposed to be used. Not everyone was notified tho.
