TNT Under a Certain Depth

I need tnt to dig out the bottom of a cave out. TNT should be allowed under a certain depth

I think trusted+ or mods+ should be able to, because what if I have an underground house

TNT at any depth in the world can still be used to grief, as for mod+ being able to use it, this will never happen. TNT will always remain disabled for anyone lower than an Administrator.
