I ask resident's to donate money/building material, but it is not required

make a few fences, put an outline to the province, and start getting to work, if you have enough people you should be able to erect foundations rather quickly.
Get that done, and any unwanted interaction could be dealt with by the moderators.
When Zezenov and I were building Stettin, we would often get griefed, or get unwanted buildings built around us, but we managed to explain to those around us, what our intentions were. and most cooperated. those who didn't were dealt with by the staff.
I wouldn't advise you to spend your money on protection stones. may as well spend the monies on materials to quickly erect the province, and get that sexy city protection.

Thanks for the advice, I hadn't thought of that. I applied for a city protection anyways on the slim chance they might grant it. Now the real issue: acquiring 1000 fence posts

and you should have applied for city protection after you had like 30 buildings done. anyhow good luck!

Actually 1000, its in the corner, the other sides aren't accesible ;)
