I vote troddenostrich the mayor. He is the only active leader in the city now so he should have control.

Im glad this got rejected, there are so many unanswered questions, skyrim is a wreck and i cant fix it and dont have the time as of now + there is no list of player contributors exept the arbitrary list of the 4, who are all gone now. This city needs massive overhaul before application and leadership needs to take place.
