7PM - 12AM that's really really late at night for most aussies ( ;) not me) and for such a short period of time ;)

Not really, 7PM - 12AM was the main raid time for my Aus guild as well as many others back in WoW. It's usually the only time people can play games due to work / school and such.

Wouldn't that be 4pm-10pm? or like 5pm/6pm - 9pm/11pm

It can be those times, does it really matter? All I am trying to say is at 7PM to 12AM Aus time, there are barely any operator or admin in-game to moderate.
