how to make a shop in smp?

Is there a way to make a shop in the SMP server? I am only a newbie. In the market it has chests and above it was a sign (buy/sell) (item) (price). is there anyway for me to make my own "market" using the same idea?

We have a shop plugin on this server already, but its permissions are not set for players lower than Admin currently.

You will have to come up with a different method of creating a shop using signs and/or chests for the time being.
