Nope, any city/town, be it populated or not. (This is a way of letting people know they exist)

Description: Bantonia has many plots for customers to choose from and they are all on flat grassy land. They are built to fit a Coal Protection Stone but if a player wants a bigger plot it can be requested. Along with a plot you receive a furnace a workbench and a chest. The purchase of a plot also gives you acces to the town mine. Prices for plots can't be negotiated.
