No, only admins have the power to set permissions for various worlds or create new ones.

I would just ask around and see if anyone has an empty private world. Don't pester people, though, just ask once nicely. :)
If nobody has an empty world, then you could pm an admin.

i can remember going on a world yesterday and that was free.

i think the name was donorlargesprite or something like that.

i don't currently know if it's reserved, but i hope it can be on that one.

There are four worlds like that, but they are to remain empty so that potential donors can see what size the various worlds in-game.
