It's quite possible to make a 100% efficient cobblestone generator, and to make it as big as you want it, using a pulse generator and pistons (I made it myself in creative mode). However, the only reason you would need to make this is if you were making a really huge project where you needed obscene amounts of cobble and you don't have time to mine all of it.
