It says operator applications are closed, and only applications that were already there when it was open will be reviewed, not those who just made an application.
After all, it is the admins' decision, so I'm not going to challenge them. And take note of the "sorry" I said before hand, meaning it is a friendly question and not a statement.
But anyway, good luck lucho! It's a very mature application too! :)
