I have seen the command /speed 10 crash multiple infinitely generated plot world server. I am not sure how /effect speed 255 would affect a limited world border server, especially if all the chunks are already pretty much loaded.

The problem with this is, someone could do /effect <Guestname/someoneWithout/effect> and they could do blindness, what would they do if someone just keeps doing it, they cant do /effect 0 to stop it.

There are separate permissions to give effects to others so that isn't a problem. Still not sure about this, I don't think it's really worth what problems there could be. I tested it a while ago, and there are a few.
