Also be sure to give your timezone. It isn't 9pm in all parts of the world, so you saying that might create some confusion when you hop online and ask why the party ended three hours ago.

I think by saying February 15th 9PM they're realizing that this is in the specified timezone GMT 0 and that they have calculated their own time zones to discover the timing. In GrannyRozannie's case the timing would be 4pm.
