Obviously not. Finding a dev isn't exactly a walk in the park. Its more like finding a T-Rex that wont eat your kids. Anyone can claim to be a dev, and not know a single thing about coding, or they could turn the server against us. Being a dev requires alot of trust.

If I remember correctly he was talking about having a job with a long commute.
