Sorry, but I really don't think that's the reason why.
I think it's more because it doesn't 'fit in' anywhere in the markets. It's a similar reason why slimeballs, potions, and other misc items aren't sold there.

Raul is mostly right. We don't need an extra thing to moderate. Besides, if we were to moderate it, we would just kill the animals and not respawn them so people would complain.

Personally I'd be all for there being saddles and horse armor, but I'd suggest it be expensive kind of like how beacons are expensive to keep the number of them owned down.
