It's not spam when you're making someone feel welcome. =)

I realy think thats a good idea! When i used to play on a server called mdu, the welcome from the welcome message and other players who had read the welcome message stayed on and not just logged off. Thats what a setver needs dosn't it? Making the player feel welcome and them staying on

True people like to feel welcome I think it's a good idea
