Yes I would. Regardless of how many blocks it was, at one point you thought it was ok to grief. That doesn't sound very trustworthy to me...
IRC is allowed because you don't actually log into the server. Before asking that question please read up on what irc actually is.

We do forgive, that is why you aren't banned forever. There is a difference between forgiving and not trusting you. Once you grief the trust is lost, which is why you lose the trusted rank.

Best part is, you weren't even banned. Technically you could have been, so I don't see the whole "ban ban ban" thing you are talking about. Why not act mature and actually try and get your rank back?
