It's not complete, however the a very large bulk of very different areas are complete.
If there's a road connected to it, it's ours.

There are so many creators involved in this, they're all listed as "Citizens" every one of them has contributed a certain amount, some more than others.

If you'd like to scope the area, there's a really large variety. Perhaps even a skyview of the region, since a large part of the city is the road system.
