No you cannot have mods.
I assume the hight limit is the natural world limit, but I'm not sure

Could be wrong, but pretty sure a skyscraper is a "building", not the 3D sculpture (Statue, model) we're allowed...

Well technically you could make a 3d sculpture of a building but given that this comp is more geared toward unique organic builds a generic tower won't go far
