Is this just for the guest End - not Member End? The reason i'm asking is that there's some building going on in the member End. I wasn't sure if I can do that or not.

I would tend to agree can. We all try and refrain from building in the new guest world end do to the fact we could use one open area to hunt the dragon. I was just in the member end and people are making really random towers and no offense but really bad houses. It is going to start to look like the old guest end. I just purpose keep one end clean of builds.
Side note: People random 1x1 towers are considered grief. break them after you use them.
