Welcome to the GN ozzykp! This town is absolutely amazing! It has already been recommended by more than one person for silver and gold status.
I'm starting you with a change to get a silver promotion since the city was just accepted
However if you remain active you should get gold no problem
I absolutely love the city and the detail, plus... It's huge! I nearly got lost in it earlier, good job! By far one of the best cities I've seen in a long time.

Do you have any advice on finding competent people to help with the city? I've made some tremendous progress on my own so far, but with what I want to do there is no way I can do it all by myself.

Your best bet would be to ask around the council members for help when they are in-game, it's hard to get everybody together when they aren't busy but when we do it usually turns out really good. Plus if you've looked around the cities everyone has a bit of different taste so collaborations are cool.
Also some members have had other people help them with their stuff, if you ask around you may find some good builders.
Lastly be sure to vote on Nhataley's city even though you can't vote on your own. I hope all of that helps let me know if you have any question
