Here is a very rough animated gif version of my Aquain News animation.  If you watch the video to the end (which I suspect very few people have done) you will see this animation in action (the in-game version looks better than this animated gif, for some reason the news scroll switches direction in the gif version, I have no idea why), but for all you people too lazy to watch the video, here is a rough gif version:
