SMP IRC is back

I've updated it with some of your suggestions. Colours from game -> irc are now in. Same conversion as with classic.* optical will not be echo'ed to the game, it will only be seen on IRC.Added a couple commands for mods to manage the channel from ingame, such as banning kicking, unbanning and completly muting the interface.

No, we get those a lot and we have been for the past several months, it's not because of IRC, I can guarantee it.
